A resident of Shelton, Mike has been deeply involved in volunteering with numerous non-profits to improve the city and enhance opportunities for local residents. His passion for community service is reflected in his leadership roles with organizations such as United Way, the Boys & Girls Club, and Griffin Hospital.
Mike is a Senior Manager at Edgewell Personal Care, developing U.S. market strategy. With experience at Unilever, Reckitt Benckiser, and Campbell Soup, he has a strong background in business strategy, finance, and economic development. Beyond his corporate role, Mike is a Financial Services Professional and Investor.
He earned his Bachelor of Science (B.S.) in Finance from Rutgers University and an Executive Master of Business Administration (MBA) from Saint Mary's College of California. His academic and professional experiences are complemented by his time as a varsity football player at Rutgers University, Lackawanna College, and Bucknell University, where he developed the resilience, teamwork, and leadership skills that continue to shape his success today.
Michael serves as a Commissioner for the Water Pollution Control Authority (WPCA) for the City of Shelton, CT, working to ensure responsible infrastructure development, environmental stewardship, and efficient municipal services. His commitment to fiscal discipline and effective governance helps protect local resources while supporting smart growth initiatives.
Through his leadership and service, Mike Duncan continues to work tirelessly to make Shelton and surrounding communities stronger, more prosperous, and full of opportunity for all.

Cut taxes for workers & seniors
Our state is one of the most expensive places to live in the country with one of the highest effective tax rates when you combine our state and local taxes. This is why affordability is my singular top issue. We’re all feeling the effects of higher grocery prices, rising electric rates, an unaffordable housing options. Imagine being a senior who lives off their fixed retirement income or a worker living pay check to pay check.
Shelton needs every penny we send to Hartford returned back to us through education funding and infrastructure investment.
We need to ensure broad-based tax cuts – especially for our middle-class families
And we need to make retiring in Connecticut and option for everyone through less taxes on retirement income, property tax relief, and affordable housing options for seniors.
· Zero out that state’s income tax on retirees with an AGI over $75,000 ($100,000 for heads of household)
· Create a property tax credit for seniors: $750-$1,500, refundable
· Restore the child tax credit
Reduce our outrageous utility bills
In response to rising costs, we need to overhaul our public utilities and start putting ratepayers first. That means lowering the cost of electricity and prioritizing our residents and not shareholders.
We need to address cost while enhancing the reliability of our power grid. That means increasing energy production, better regulating our public utilities, and addressing volatility in our rates.
· Restructure the Public Benefit Charge and remove it from our monthly bills
· Separate the regulatory agency (PURA) from the executive branch
· Regulate the for-profit corporations that run our public utilities
· Increase supply and cap the price of energy
Enhance workforce development initiatives
Quality workforce initiatives are a tremendous benefit to workers and companies alike. As someone who has spent their career in business, no one understands that better than Mike Duncan.
Our ability to staff our high-tech manufacturing industry requires our next generation of workers getting the right hands-on training now. We need to bring employers, community organizations, and our higher education system together to focus on job candidates’ skills and start developing alternate routes to credential our workforce.

Supporting our local public safety workers
It’s becoming increasingly hard to be a police officer in this state. We’re putting more requirements on the men and women who are on the front lines but not necessarily the tools they need to keep our community safe.
We need to balance our reforms while keeping strong penalties for offenders, and especially repeat offenders and juveniles. By better scrutinizing state mandates, focusing on recruitment and retention, and giving our frontline workers the tools they need to do their jobs effectively.
